    I could be wrong, but they may have intentions of making a T/O

    Bid 16M at 4.1c and hope like hell you get filled

    Then if they launch a bid of say 7c for example, they have effectively saved 20M * 3c = $600k

    Either that or they actually have intentions of building shareholder wealth - would be a 1st
