Why would he not wait a little longer and sell after the $15 mill for this year is re-affirmed. Selling into strength.
IMO, it's a punter whose held for a while and has now realised the time frames involved require patience. Consequently re-investing the cash in what he perceives to be better short term opportunities.
It happens all the time in the market !
Whether he's right or wrong is another question !
