My sister took out travel insurance, that wasn't an issue, as there is nothing she needs to claim (she checked that before leaving).
The government's decision to physically hold returning travelers in hotel rooms for 14 days, as opposed to letting them self isolate at home, is a political decision. So unless they have broken a law, the cost should be billed to the government as it is.
My point is, it is easier to complain about the numbers and costs if you don't look too closely at the human aspect of why they traveled overseas, and ignore that they had plans to self isolate at home already in place.
