Is it already clear (maybe also from announcements from other stocks, didn't have the time to go through everything), to whatvthe 16% relate to? Let's say ThyssenKrupp wants to open a mine in Tanzania. So surely the Tanzanian government does not expect to get a 16% undilutable part of ThyssenKrupp, just to allow them to have the right to have a little mine in Tanzania? For KNL, let's assume Tanzania gets a 16% stake in KNL for having the right to have the Epanko mine. What would happen if KNL has a graphite processing plant or is selling as a side business hot dogs in Australia?
