What Lynas can do is to apply for the POL during the 2-years-TOL-period. They have to convince the AELB that the LAMP is safe and NOT a threat for the people and the environment.
In my opinion Lynas, Experts, Institutes...all of them, the safeness has been proven several times - the LAMP is! safe, but I dont understand what Lynas are waiting for!
It would be very stupid to wait 2-years! that the TOL becomes to a POL automatically.
