Commissioning will start before 100% completion. You can be commissioning sections of the plant and items of equipment in parallel with construction elsewhere.
Commissioning isn't just pressing the GO button for the whole plant. You have to start with things like whether motors turn in the right direction, pressure testing pipes, instrument signals working, etc etc. Not very sexy for salivating shareholders, but all necessary before actually processing real feed material.
It's likely they'll start commissioning before Xmas.
