The FED has got itself into a rate trap, it needs desperately to taper but as recent events have shown every time it hints at the possibility sometime in the future the markets panic, so now its all Good manipulated news as the powers that be set out to convince the markets that everything is going so fantastic that if the FED 'positively eases' (my term,sounds better than 'taper') everything will be well and there will be no need for long term treasury rates to climb back through the roof, that is what the real fear is.
