Who is buying ? I think the answer is - The same brokers who say 25USD and their peers.
For me, the brokers are needed to execute trades, and stock analysts, who may also be brokers, are no smarter than the average traders. The relevance of brokers' talks is that it could cause a short-term spike and fall in stock price and you want to profit from that volatility.
