I'm not a short expert, but the 17 mill and 16k/8k short sales are referring to different things. The 8k/16k likely refers to "ASX Short Sales" (23k today), which are actual sales of shorted stocks on the stated day.
The 16m "shares held short" that Vinn refers to is likely the short stocks "held" by shorters (i.e. they haven't actually sold them yet but have rights to sell them).
