Yes, I believe your prediction is spot on.
NSW has decided to go in a different direction to the rest of Australia. Other state governments had the backbone to crush outbreaks, so far. It seems the NSW government doesn't and it's getting away from them.
In other states life will go on normally. A hard border will be maintained to NSW. Places like Broken Hill will ban Sydneysiders so they can access SA services. Other NSW border towns will do the same to access Victorians services.
Sydneysiders will complain, and the Prime Minister of NSW will continue to shower taxpayer money on them (much of it from WA resource sales). But I suspect that there will be two separate Australias for the rest of the year - Greater Sydney and the rest.
