Andrews and his minister are responsible for the 21,000 cases and the 820 deaths except they could not recall who made the mistakes that lead to the deaths. The states control the health system and agreed to run hotel quarantine something the other states managed to run reasonably well .that means they take responsibility for it. Victoria's government incompetence lead to the cases and deaths.Next months work cover will have to decide if they will charge the Andrews government with work place manslaughter,there will be no more dodging questions when this takes place. NSW has taken the majority of the hotel quarantine not Victoria ,so Victoria has payed NSW $74 million for the quarantine of Victorian's.
