I have been a lobbiest in Queensland for a number of years and I can tell you first hand that the announcements will be scheduled to provide the best bang for buck during the campaign. It will come out on an otherwise quiet news day. When there is flooding in Queensland, stabbings in schools and the Winter Olympics, there is a lot of competition for the lead story in the news.
