I think what you will find it's not just someone buying it's the organizing bank for the listing. In order to sell parcels of 30 Aus per us share you have to have actually buy them first they don't some free. Or else there would have to be a capital raising etc. Shares are not fictitious they need to be packaged for us investors. I would also imagine the issue process would legally require a type of prospectus for new investors. This is where costs are incurred.
