The fact that the safe was stolen means it was just a hotel style safe, they'd probably have one concreted in for the proper inventory awaiting to be shipped out. Wouldn't be surprised if the safe was just one in the office that they pull out these rubies when they have meetings with outsiders or something to show an amount mined over a period of time or something like that.
