    The way I understand it, they are simply pulling out of periphial projects that are getting caught up in the intricate web of incompetence - EPA -

    By focussing solely on getting Karara underway they are hoping to get online earlier, once the trucks start rolling they can be moving dirt whilst the enviro work is done on other areas.

    Just my understanding of it.
