I doubt if it will ever become a huge militarised bloc because of the diverging political interests, especially between that of China and Russia.
China instigated this forum to give it a platform to extend its political influence over the central Asian republics. that is as far as it goes, I think.
A possible trading bloc ? May be, but China's commercial interests dictate that she trades with the rest of the world. She has been negotiating free trade pact with countries in the east Asian region, including Australia.
