Appeals are not launched against a decision, they are launched against the points of reasoning and law that are used to make that decision, if an argument can be made that one or some of those points are in error.

Therefore the Judge's decision must be made in as water-tight a way as possible - and this takes time. A decision will be 'quick' if it is handed down in a 2-4 week timeframe.
