"Normally, the Supreme Court decides whether to grant leave to appeal within a couple of months after it receives the application. This decision is taken by one or more Justices of the Supreme Court. Usually, a good 90% of applications for leave to appeal are decided by a single Justice of the Supreme Court."

Given its taken more than a couple, this is not normal and would appear to require a decision from more than one Justice

This case is about the Sami - there is probably a special process it must follow

Maybe it requires a Sami Justice (DEI) to preside and cannot procede if Sweden don't have a Sami Justice to pick from
