a) police scared to attend incidents and understaffed
b) security staff as long as no one else were injured were probably prepared to let em go at it and deal with the fall out later
c) the idiot in question will be out of action in hospital for a while or will be in a mental health facility so i guess police etc consider it one less thing they gotta worry about
