I wouldn't be surprised if the quality of the PFS is the problem there, anyone with familiarity of NI43-101 would have seen it as little more than a scoping study.
Or the problem could be like when Keith thought he could finish the PFS on time, with no bearing on reality, he might be similarly optimistic on this front too.
I wouldn't be surprised if the quality of the PFS is the problem...
