With respect, that's not the way bad debts are treated in Zip's reporting which is what this thread is about. Bad debts are defined by zip as "those accounts greater than 180 days delinquent". It's a leap to say they have no chance of recovery.
As for point 2 have you considered they might have cash flow that isn't borrowing?
