Huh, the tangled web we weave!

Camelia, you are right to be confused and finding yourself at the tail end of similarly dumbfounded que of comrades.
This Release gives another date, 15 October 2008 as being the cut-off date and employing classical Dgenny nomenclature to obfuscate the issue of Entitlement.
