Use its own assets as collateral? What are they? Oh, you mean more public assets which are owned by us, the taxpayers, much as our gas and electricity used to be. We know what the consequences of selling of those public assets have been - higher utility prices ever!!!
Risk more public assets and see them sold off when it all goes belly up? No thanks.
