Yeah it would need to be some proactive holders who would want to protect their investments that would need to organise a 249d.
Obviously getting above 5% would make it easier for them to call it but you can also get 5 people with 1% each.
I know the high was 17c but even to take a SP from 10c to now 2c in less than a year is certainly not a confidence builder and this despite all the pumping rampers on twitter who ignore facts or don't even know what their investments are doing e.g. Gassin with they don't operate in China yet China was their overwhelming largest % of users.
