The, forward looking, market had long ago priced in Regis failing to get McP done and could sense that the DFS was done by Regis *after* TP gave them notice of intention on the section 10.
If this project was actually happening without all the delays and problems and bad news around it then the picture would be very different. The numbers, especially at the current gold price are very good.
If Regis makes a lot of money and neither pays a dividend nor has a compelling narrative that includes growth then the share price will be forever mediocre.
Just go look at the chart for CMM. Their revenue is a quarter of RRL but they haven't had consistent bad news and their growth story is a good one. And they are up more % today than RRL is.
