Sovereign risk in Africa and South america and the distance and extra cost for transportation of product far outweighs dealing with a recalcitrant Australian government and stronger mining cartel.
The Chinese are certainly not dumb and they are not going to invest billions with monkeys that could be swallowed up by a despotic dictator in a power struggle.
