Be sure of one thing JJ if it had tested higher and failed you would have been inundated with replies stating that PEN had tested resistance 4 times and failed and was a very bearish sign. The lack of response to your request is a stand out.
Yes mate it is a very bullish signal and has done similar some time ago when I called PEN about to go a lot higher when others were insistent PEN was going lower.
A break of 13.5 will confirm the bullish signal. The pending announcements IMO will do just that and more ad per my previous chart. I read earlier from an astute poster referencing Gus's recent trip to Europe, I share his thoughts.
Those waiting for 12.5 and lower IMO will grow very old waiting to get this level entry again.
