    The discussion has been going on for 3 years nakervirus and AFIA, the industry association of which ZIP is a member has been arguing passionately against the regulations (it won't be legislation) which the RBA wants to introduce. AFIA seems to accept that the surcharge regime will be introduced (as required under international competition laws, of which the Australian government is a signatory) but wants it stalled until the industry is 'on its feet'.

    The way I see it is a/ the RBA has flagged that it has run out of patience with an industry which is anti competitive, builds in high prices and is unprofitable b/ I' your next 3 points are valid, how come AFIA is so cranked up about it?

    There's plenty of material relating to competition laws, AFIA submissions, RBA responses and speeches for anybody who wants to do their homework
