This is what is happening now. The interest rate has done its job and it doesn't have much room to influence the prices of these services. I call them outliers. They require government policy or intervention to control those prices and in turn bring inflation down to target or raise the target, That it is not something that interest rate can control — insurance costs, oil prices etc.
