I'm certainly no expert on charting (although I've found it helpful over the years), but it seems the VOC chart is showing a classic Flag or Pennant Continuation Pattern.
"Flags and Pennants are short-term continuation patterns that mark a small consolidation before the previous move resumes. These patterns are usually preceded by a sharp advance or decline with heavy volume, and mark a mid-point of the move."
Using rule of thumb I'd say VOC is headed to $2 (or so) in the next two or three weeks.
