Perhaps missed your point but not sure. If they have no money they will do a cap raising I guess and dilute s/h. If options are converted s/h get diluted too as shares are issued for the options. Either way existing s/h get diluted and co raises cash. Albeit if options are in money dilutionary effect less as share price is higher.
