VH it's one thing I really don't get.
If WPL stood the chance of losing operatorship why would they simply not do a deal with FAR?
Is it
a. They have tried and been shown the door.
b. They know COPs case is weak and will most likely get booted.
c. They are just waiting to the last minute?
d. They will just walk and blame COP
