Yes, there wouldn't be a relationship. But I recall that the arbitrator that FAR chose was one who had a record of arguing in support of the intent of the law. I suppose COP chose an arbitrator who focuses on literal interpretation. It won't matter which approach either have imo, because the truth will be (should be) borne out by the documentation requested by each of the arbitrators.
