I don't think COB's neighbours will sell ore (COB's plant should be at capacity with its own material), they would just be interested in the purchasing COB's patented process - ie how to extract Co at a low cost (previously not thought to be economically feasible in Co pyrite deposits). Payment could be as a JV or royalty?
With the high cost and risks associated with HPAL (what's ARL's IRR at a more realistic $30 a pound? - pretty low), I can see CLQ being built (with Friedland on board), but not many other current Co juniors. Broken Hill's pyrite deposits could very well turn out be the Co hotspot in Oz.
