    Case no 1 : When there is lot of pain, waiting, if & but, may be may be not, they list it and distribute most risk to retail and hook them.
    Case no 2 : When there is none of those, they won't list or privatise even if listed.

    Case no 3 : When typical industry needs huge resources such as capital, skill, board excellence etc they tend to stay listed.
