I guess it comes from whether the company is aggressively invested in the growth phase or not. I would recommend you to watch the investor presentation if you haven't.
If there is a good opportunity at acquiring a company that has good finanicals, it maybe worthwhile to acquire funds as per the document. Peter has already said that he has no intention to capital raise in the short-medium term. In fact he sees no need to given the continuous growth/increase in revenue + foreseeable reduction in cost/expenses.
