A settlement of the debt cealing will in fact require more dollars to be created out of thin air. This is the prime reason that gold and silver have gone into this bull run in the first place.
As you say, a settlement will make the markets pleased for a couple of days and they may continue to go up, but the value of the US dollar and also money throughout the entire world banking system further loses value. This is why bullion is still rising to some degree here, despite the rise in the Aussie dollar.
The expansionist system we have is now realy hitting a brick wall.
