How can Lopez/Duterte implement a ban on mining when those legitimate mining entities have gone through years of applications and hundreds of $M's of sunk capex to legally acquire MPSA's ?

If they have not breached any conditions and unduly had their licenses revoked, the Phillipines government is going to get dragged through the ringer big time in court ! There will be $Bn's in damages sought and claims up to their eyeballs - the finance ministry and mines department have warned of this and the huge ramifications ... Lopez believes she is untouchable and her word is final
