Yes. However, if you wear a scarf pulled up to cover mouth and nose, you won't be fined. I am watching lots of people passing my windows here and they are masked.
You can say "lots of people" or "many people" or a "small/large number of people" but not "a large amount of people". You hear that often on the news as many journalists have very poor English knowledge. The "amount of people" always annoys me.
