I don't think there's enough data available to make absolute determinations.

There's a mismatch of storage areas, true that, but I think my suggestion that NUF is being used for embankments is maybe not getting enough consideration.
The temporary placement in the sheds of WLP (or whatever) which puts it above embankment walls is just that: temporary, and perhaps therefore not subject to "the requirements of an RCF/PDF". Where is the WLP if not in the designated WLP storage area?
By the way, the shed roof that you can't see in the streetview is also set back further from the property line than the one that you can see.
