good question. 2012 is planned for construction, but to me it seems that everything is depending on the decision where and how to build the chemical plant and the following EIS and approvals for it in 2010+11. And pending approvals will very probably mean pending financing, ordering and construction. Let's hope the mills of bureaucracy are for once milling fast:-)
