No mate you got that around the wrong way. The suggestion is that a quiet sun means increased cosmic rays getting through to the earth's atmosphere which means more cloud which means lower temperatures.
The mini ice age of a few hundred years ago happened about the same time as the maunder minimum.
We are currently waiting for Sun Cycle 24 to kick in so there has been very little sun spot activity. Going on the sunspot theory this should mean that the earth's temperatures are being suppressed.
