I don't understand why people are opposed to having a GSA in place before certification in this instance.

The ICN ground is a case of how much they will certify and not if they will find commercial gas.

Anyway lets say they can't meet the deadline to honor the contract. That base has been covered. As stated in the terms ICN can make up the difference by getting a 3rd party involved. Plenty of certified reserves in the area waiting for a buyer.

2011 will be a interesting year!
