Absolutely, there are countless ways a chart can be interpreted just as there are fundamental ways.
Not only that our own bias can reflect what we see that's why @seagull flips the odd chart upside down.

The chart below shows the volume has been falling away which means lack of interest/patience or in other words holders competing with each other to sell.

The lower chart is what technicians call On Balance Volume (OBV) please Google it but in a nutshell if a close is greater than the open a positive volume will be added to the plot and a close lower than the open a negative figure is subtracted.
So the lower chart is showing more selling pressure than buying even if it is to the accumulators who may be bullish.
