What amazes me is when there are obvious/blatant milking of areas in the Game such as what you describe with the Player taking a rediculous amount of time to leave the Field of play and the other recent one of deliberately throwing a ball at/into a player lying in/around the ruck to receive a penalty.
(Not to mention the slowing down of play in the attacking zone by the defensive side ie offside Penalties.)
The NRL Management allows it to continue and we have to watch the crap.
How easy is it to come up with a solution straight away and stop the rot from continuing just as you have suggested with your idea. Has the NRL got anyone with any idea at the top?
The NRL is allowing the game to deteriorate into a shambles when simple, quick decisive action would stop some/most of the rot. imo
