The CLC is not a substantive issue. Just a matter of them getting a quorum in the room to enable a vote. I would epect TNG have spoken to the NT Premier (or whatever the office is called) about ensuring this happens.
A Ti ann early this year will make it all very real. The rerate will start from there.
