Share price fluctuations on announcement days are based on expectations. Market had expected higher losses. Instead you should look at Uber's performance since it's IPO, down something like 30% while the DOW is up 23%.
So no it's not a drop of 1% but more like a swing of over -50%.
Always look at the complete picture.
