    I’m sure it will uncover a lot more issues than that.

    A few things that come to mind:

    Fuel reduction burns (reduced season vs cost savings or lack of urgency)
    Fire trail creation and maintenance
    Environmental laws regarding land owners can do on their own land and where allowed, green tape complicating permitting.
    Locking up of parks to removal of firewood and periodic grazing of cattle
    Use of rangers to identify and monitor emerging issues in parks
    Allowing people to build in fire prone areas
    Lack of fire proof underground bunkers (community or on individuals property)in fire prone areas.
    Land clearing around critical infrastructure (eg Telstra towers)
    National coordination of aerial firefighting assets
    Adequacy of aerial firefighting fleet
    Use of Military forces
    Training of Military forces to undertake firefighting
    Sustainability of volunteer firefighting membership when faced with a long battle.
