They are not known to them because the WHO is not directly involved in the experiments. Only the labs are right now.
To further expound on this, what is being developed in China is NOT a vaccine, it is an anti-viral medication combination which appears to be effective in interfering/retarding progression.
"China's Changjiang Daily reported a team of researchers at Zhejiang University had found the Abidol and Darunavir drugs could inhibit the virus."
However, further news now indicates a team in the UK may be the first to bring a full vaccine to human trial as they anticipate they will be ready for animal trials in a manner of weeks.
