Yes, but very long term. I think the time for making money from bank shares is over. None of them seem to have long-term strategies or growth plans - nothing that would point to increased revenues down the track. Instead, they're all faced with a huge spike in bad debts, decreased customer demand and more fallout from the RC.
After the GFC, banks could be bought at these levels and rebounded strongly. I don't think that will be the case now, they're just in much worse shape. With a very long term view, ie. 10-20 years, then yes. Otherwise not.
